Retailers Accepting Healthcare Payment Cards
IIAS Compliant Stores - Below is a link to a list of certified merchants and planned implementation dates for upcoming certifications. Please note, some certified merchants on the list are still in the process of bringing individual store locations into compliance. As a result, some individual locations will not be able to approve purchases. This scenario will be less likely in the future as more stores become compliant.
Partially Compliant Pharmacies - Some pharmacies that have not yet implemented an IIAS system, but have attested that at least 90% of their transactions in 2008 were for qualified healthcare account purchases, are allowed to accept healthcare payment cards. However, transactions at these locations will require receipts. NOTE: This is a list of merchants that have registered as meeting the IRS 90% Rule that at least 90% of gross sales are from prescriptions/Rx or qualified over-the-counter healthcare products. This list will be continually updated as additional merchants are registered. Check back often!
Retail locations, including pharmacies, supermarkets, grocery stores, department stores and wholesale clubs, must be compliant with an IRS-required inventory control regulations, called IIAS (Inventory Information Approval System) in order to accept healthcare payment cards.
IIAS compliant stores automatically check to ensure items purchased with a healthcare payment card are qualified healthcare account expenses, reducing the need to submit receipts or worry about rejected claims.
- Retail Locations - Pharmacies were required to be IIAS compliant by 7/1/09, and supermarkets, grocery stores, department stores and wholesale clubs were required to comply by 1/1/08.
- Healthcare Providers - Doctor and dentist offices, vision centers and hospitals accept healthcare payment cards with no requirement to comply with IIAS. However, receipts may still be required to demonstrate that a purchase is for an eligible expense, such as a flu shot, instead of an ineligible expense, like cosmetic surgery.
